Back in the olden days one time I complained a bit about the prevalence of night work.

Twenty-one activists were arrested in Vancouver, Wash. on Saturday in a protest calling for a permanent moratorium on shipping oil by rail in Oregon and Washington, to protect people and the environment.

That 2200 is a RCL, so it's highly doubtful that bunck is blocking an oil train. Then again we can't see what's ahead of the unit. Might be a few emties being switched around... Tough to know about the main, although that signal appears to face the track left of the group.
