We had a BOT who also had a direct pipe to Steve Tobias and he used it, too. Once, they wanted to change the reporting time and limits on a local and he called Steve and that was that. All the local officials could say was, we could have talked this over, you didn't have to do that, like (ahem) they were really reasonable guys before Steve talked to them. For some reason, Steve really like this guy, although he was truly about half insane.
