Sure would help if the source was written like a real article instead of hand-wringing hysteria.
The truth is that they are referring to stoves that are not EPA certified.
You keep saying it has to be the home's only source of heat. That statement for Stage 1 bans applies to uncertified stoves.
No burning is allowed in fireplaces or uncertified wood stoves. Residents should rely instead on their home's other, cleaner source of heat (such as their furnace or electric baseboard heaters) for a few days until air quality improves, the public health risk diminishes and the ban is canceled. The only exception is if a wood stove is a home's only adequate source of heat.
No outdoor fires are allowed. This includes recreational fires such as bonfires, campfires and the use of fire pits and chimineas.
Burn ban violations are subject to a $1,000 penalty.
It is permissible to use natural gas, propane, pellet and EPA-certified wood stoves or inserts during a Stage 1 burn ban.

County PUD is cruising Krink's area as we speak, seeking out * illegal wood-burners. Suburban houses that purportedly heat with wood because they 'can't afford' the cleaner, lower-cost alternatives. Yes PUD provides electricity which is produced at hydro-power dams owned, operated, maintained as a service to their customers and 'rate-payers.'
*(Krink believes he alone can save the planet by burning all the wood he can buy. He is wrong however. He will be punished accordingly.)
BJ legal team has a cancellation and may defend Krink (as a member in good standing) in March, due ta one case being prosecuted very quickly, and sent to prison immediately.
We're here for ya Krink! Don't worry, county lock-up is cake! In fact they DO feed ya cake, after every meal...but eat all your vegetables. Then ya can have cake.

Uh, oh!
What is a burn ban?
A burn ban is a mandatory, yet temporary, order that restricts the use of wood stoves and fireplaces, as well as outdoor burning. The Puget Sound Clean Air Agency issues an air quality burn ban
when the weather trends toward stagnant conditions, such as air inversions, which trap fine particle pollution emitted from our chimneys, cars, trucks, and other activities. Our air quality can deteriorate
quickly when the weather doesn't give us the breeze we need to clean away our daily air pollution, which is why taking action to curb burning can help keep our air healthy.
Dont get burned!
Violating an air quality burn ban can result in civil penalties starting at $1,000 per day.
What is banned during a burn ban?
The agency issues the following bans:
Stage 1. During a Stage 1 burn ban:
No burning is allowed in fireplaces and uncertified wood stoves, unless it is your only adequate source of heat. This includes the use of manufactured logs such as Duraflame or Javalogs.
You can use pellet stoves, EPA-certified wood stoves and natural gas or propane fireplaces.
No visible smoke is allowed from any solid fuel burning devices, beyond a 20 minute start-up period.
Stage 2. During a Stage 2 burn ban:
No burning is allowed in any fireplace, pellet stove or wood stove (certified or not), unless it is your only adequate source of heat.
You can use natural gas or propane fireplaces.
No visible smoke is allowed from any solid fuel burning device at any time.

Krink has been targeted by local PUD, FBI, CIA, and local authorities, who hold jurisdiction... Krink is mere hours away from the ol' Graybar Hotel! BJ's legal team is enroute as we speak (Uke's case has been delayed as new evidence has been discovered).
Krink may suffer nothing more than a cursory "Don't let it happen again!" when local officials discover Krink's absolutely 100% certified 'legal' wood stove.
Meanwhile Uke has a blueberry-cornbread loaf baking. Details... Much later!

The higher end, more technologically advanced stoves with catalytic converters
save on wood in the long run while reducing emissions anyway.

Say, what's with all this 'gluten-free' stuff anyway? What's gluten? Is it bad, or what?

I've never thought of wheat being an enemy food stuff. Bread in one form or another is consumed by the masses daily. Do recall back around 2000 that "organic flour" became an item at the Mega-Mart which means "the recipe has changed" for wheat for the masses. I've been using "Bob's Red Mill" flour for a long time. Organic flour goes for $3-4 more per 5lb bag. My main use for flour today is in my banana bread and for cookies.
But we are digressing from the topic of restricting the use of wood burning for heat.
I'll just say that one of the things gluten is blamed for among other things is mood swings and brain fog.
No doubt it does taste good and I crave it . But it just does not agree with some .

Hope you're not turning into a retiree credit card online shopaholic Uncle Uke.
The last few years when my trusty "wood-guy" shows up in the late summer/
early fall, I discuss with him as to how many more years we get to burn
wood for heat. He's old school (75yrs old) and thinks we will be using
wood for heat forever. My geographic location has been burning wood
for heat since humans arrived here. Lots of wood to burn is the deciding
factor for many trying to heat their homes around these parts. The EPA
in the last decade have created these "burn-ban periods" due to stagnant
air conditions that can run from a couple days to a week. I get this sense
that there is a push to "snuff-out" the woodfire for heat. "C'mon people...
join the 21st Century"...is the message.
