PORTLAND, Ore. -- A Washington man tried to pay a more than $200 traffic ticket by sending a plastic bag filled with coins and urine to a county billing office, deputies said.
"That's something I can't wrap my mind around," said Sgt. Phil Anderchuk, of the Multnomah County Sheriff's Office. "The thought process of acting consciously -- consummating the act of urinating in a box full of coins that someone is going to receive."
The man didn't break any postal laws by mailing the combination of urine and change to the Multnomah County court, reported television station KPTV in Portland. Postal officials said it is legal to mail urine or other bodily fluids as long as they are packaged properly in a way that doesn't leak or smell. County employees said the package was wrapped tightly until it reached the courthouse mailroom and didn't smell until it was opened.
Because of a policy of only accepting up to $20 in change, court workers returned his money -- postage due.
"It would be better if the gentlemen had done something that defused the situation and maybe mitigated it, rather than adding fuel to the fire," said Jason Posner, who was visiting the courthouse Wednesday.
The county doesn't intend to pursue the matter, as long as the man pays the $271 in charges that now include late fees.

A 28-year-old man was sentenced to three weeks in prison for urinating on a 66-year-old woman during a Continental Airlines flight last month from Los Angeles to Honolulu, officials said Wednesday.
Jerome Kenneth Kingzio, a resident of the U.S. Commonwealth of the Northern Mariana Islands, was sentenced after pleading guilty Tuesday to an assault charge in U.S. District Court.
The victim was headed to Hawaii on March 21 for a scuba diving vacation and was watching an in-flight movie when Kingzio stood up next to her aisle seat and began urinating on her midway through Continental Flight 3.
She pushed Kingzio back and he continued to urinate, according to the FBI's criminal complaint. Kingzio, seated a row behind the woman, had been drinking on the flight and annoying other passengers.
U.S. Attorney Edward Kubo Jr. said the woman reported that not only was her entire vacation ruined, but she continues to suffer emotionally from the incident.
The offense was witnessed by a special agent with the U.S. Bureau of Alcohol, Tobacco and Firearms, who was seated a row behind Kingzio.
U.S. Magistrate Judge Leslie Kobayashi also placed Kingzio under six months of supervised release following his incarceration. The judge also ordered him to undergo substance abuse treatment.
An agent used surveillance cameras to confirm a smelly suspicion: Someone had been urinating in a freight elevator at an Internal Revenue Service data center in Detroit.
Authorities filed a criminal charge Tuesday against Michael Hicks. In an affidavit, treasury agent Delmaria Scott said she interviewed Hicks in January 2008 and he admitted urinating in the elevator for months.
Scott said Hicks did it "because he felt he could get away with it." It cost $4,600 to clean the elevator.
Hicks, who was a contract employee at the IRS, was charged with damaging federal property. A defense lawyer was not listed.
Gina Balaya, a spokeswoman for prosecutors, says the government was unsuccessful in trying to resolve the case without a criminal charge.

4 Accused Of Forcing 12-Year-Old To Drink Urine

HAWTHORNE, Fla. -- Four people arrested for holding a 12-year-old against his will and forcing him to drink urine at a Boy Scout camp have been dismissed from the scouting program, an official said Monday.
Jack Sears, district executive and CEO of North Florida Boy Scouts, said that officials are "gravely disappointed" and that the actions do not represent the values of scouting.
Kidnapping charges were filed Friday against 21-year-old Wendell Reid and three juveniles, two who are 16 and one who is 15. The juveniles were turned over to the Florida Department of Justice. Jail records do not show if Reid has an attorney. He's being held without bond in the Putnam County Jail.
Reid was attending Camp Shands as one of the adults from Ocala, Sears said.
The incident was apparently over remarks made by the victim earlier in the week, the sheriff's office reported.
The incident came to light when the victim alerted a scoutmaster about the attack, who notified camp officials. They called authorities under the program's "Yell and Tell" policy on inappropriate behavior, said Sears, who called the attack an isolated incident.
"The health and safety of all scouting members is our top priority," he said.
