Major Winter Storm Underway
SEPTA Cancels All Bus Service
PHILADELPHIA (CBS 3)
A major winter storm has moved into the region and could bring more than a foot of snow in some areas.
Plows are out in force throughout the tri-state area, but drivers are advised to stay off the roads if possible due to dangerous conditions.
Winter storm and blizzard warnings are in effect through Saturday at 7 p.m. The system is expected to drop at least a foot of snow in the city and possibly two feet in parts of Delaware and New Jersey.
Mayor Nutter declared a snow emergency in Philadelphia at 8 p.m. Friday while Governor Jack Markell placed Delaware under a state of emergency. Officials said all non-essential and non-emergency traffic should stay off the roads.
"We've got to make sure that our roads stay clear," said Governor Markell.
Philadelphia and its immediate suburbs are expected to get between 12 to 18 inches of snow. Parts of southern New Jersey and Delaware are expected to get the brunt of the storm with anywhere from 18 to 24 plus inches of snow with flakes falling at one to two inches an hour. Winds will be gusting to 45 mph with low visibility.
PennDOT said they mobilized 420 trucks to salt and plow roadways throughout the Philadelphia-region. Trucks have been applying a salt brine solution to major highways in order to prevent icy conditions at the start of the storm.
Officials said they have more than 92,000 tons of salt stockpiled, so there is no threat of trucks running out.
The weather service warns that the combination of heavy snow and high winds means travel will be "very hazardous or nearly impossible."
As a result, SEPTA cancelled all bus service at 3 a.m. Saturday and the Norristown High Speed Line service is canceled until further notice. They have also instituted a new storm policy regarding halting of service. Click here to view a pdf of their new policy.
Philadelphia International Airport is experiencing major delays and cancellations. Southwest Airlines cancelled all flights from Friday evening through Sunday morning.
Other airways like U.S. Air, Airtran and Delta have relaxed their ticketing policies to accommodate travelers in cities affected by the storm.
Most Amtrak service south from Washington D.C. has also been canceled.

Thousands Of Power Outages In South Jersey
ATLANTIC CITY (CBS 3)
The winter storm is now being blamed for thousands of outages across South Jersey.
According to Atlantic City Electric, more than 22,000 outages were reported as of 7 a.m. Most the outages are in the Cape May and Somers Point area and are the result of downed trees on power lines.
At this time, Mike Wood of PECO says no outages have been reported in the Philadelphia area.

Delaware Under State Of Emergency
WILMINGTON (AP)
Gov. Jack Markell declared a state of emergency for Delaware in the face of a massive winter storm bearing down on the mid-Atlantic region.
The emergency declaration went into effect at 8 p.m Friday and includes an order for Delawareans to stay off the roads as of 10 p.m. Friday. The governor said only emergency vehicles and essential personnel will be allowed on the roads until further notice.
Markell earlier had ordered nonessential employees not to report for work Friday evening or anytime Saturday.
Delaware is bracing for snowfall totals ranging from about 12 inches to two feet. Officials warn that the combination of wet and heavy snow and high winds could result in power outages.
Plowing started early in Delaware where road crews are out on force.
