The incident happened at about 6:30 p.m. in the 1500 block of W. Tioga Street in North Philadelphia.
One male was shot in the chest and was pronounced dead at the scene. The second male was shot in the thigh and was taken to Temple University Hospital in critical condition.
Investigators said the officer involved in the shooting was not injured.
The circumstances surrounding the shooting were not immediately available.
The shooting remains under police investigation.

Philadelphia police are investigating a deadly shooting in Center City Friday morning.
Police say the shooting happened at about 2:30 a.m. in the 900 block of Filbert Street.
The victim, a 22-year-old man, was shot once in the chest. He was rushed to Hahnemann Hospital where he died just before 5 a.m.
At this time, police say there have no suspects and the motive remains under investigation.
Anyone with information is urged to contact Philadelphia police.

Cops shoot two men dead; bike officer hit by a car
City cops fatally shot two men during a scuffle over a handgun in Tioga last night.
And later in the evening, a police officer was hit by a car and dragged for several feet in Brewerytown, causing another officer to fire at the motorist, who was not injured, police said.
The first dramatic encounter started shortly after 6 p.m., when a woman approached two cops on Tioga Street near Sydenham and said two men were fighting over a gun in a nearby apartment, said police spokesman Lt. Frank Vanore.
The officers dashed into the apartment and spotted the men, fighting for control of a .38-caliber Smith & Wesson revolver.
Vanore said the cops, both of whom work in Nicetown's 39th District, ordered the men to drop the gun. They refused and the officers each fired once.
One man was shot in the head and died at the scene, and the other man was shot in the chest and taken to Temple University Hospital, where he died about 9:40 p.m., Vanore said. He did not identify either man.
He said the officers, who were not injured, would be placed on desk duty pending an Internal Affairs investigation.
In Brewerytown, a bike cop was struck by a 27-year-old man driving a red Chevy on Girard Avenue near 30th Street about 8 p.m. The cop suffered leg and arm injuries, and was admitted to Temple University Hospital in stable condition, Vanore said.

A half-dozen people hospitalized after weekend shootings in Philly
Three men remained in critical condition and three teens were in stable condition yesterday following several shootings in the city over the weekend.
At 6:13 a.m. yesterday, a 27-year-old man was shot once in the head at 9th Street and Hunting Park Avenue, in Hunting Park, according to police.
The man, who was not identified, was taken to Temple University Hospital, where he was listed in critical condition.
Around 1:38 a.m. yesterday, a 24-year-old man was shot multiple times at Front and Dock streets, near Penn's Landing.
He was taken to Thomas Jefferson University Hospital, where he remained in critical but stable condition, police said.
Three teenagers fared slightly better with their injuries Saturday night, when gunshots broke out in a crowd of about 100 people gathered at Ardleigh and Haines streets, in Awbury Park, Germantown, cops said.
A 19-year-old man who was shot once in the left leg, a 16-year-old girl who suffered a graze wound to her head and a 15-year-old girl who was shot in her right ankle all remained in stable condition at Albert Einstein Medical Center, according to police.
Police said that a large fight apparently broke out on the road and five men - who either fired shots from inside a tan Saab or Honda or got into such a vehicle shortly after the shooting - may be responsible.
Police could not confirm reports that a 12-year-old girl and another individual may have been struck by the car as it fled the scene.
The weekend violence started Saturday morning with a double-shooting on Sommers Road near 75th Avenue, in West Oak Lane.
At 2:24 a.m., a 20-year-old man was shot in the face and chest, and a 26-year-old woman was shot in the left foot, police said.
Both were rushed to Einstein, where the man remained in critical condition and the woman in stable.
Police are seeking motives and suspects in all the incidents. Anyone with information concerning any of these incidents is urged to call 215-686-8477.
A 31-year-old man was shot and wounded last night on Ingersoll Street near 23rd, in North Philadelphia. Police said the man was shot in the face, upper body, leg and neck shortly after 8 p.m. by a shooter who appeared to be in his early teens.
The victim was taken to St. Joseph's Hospital by his father, and later was transferred to Temple University Hospital. He was in stable condition.
Man hurt in N.E. shooting
An 18-year-old man was in critical condition after being shot in the abdomen in the Northeast last night, police said. The victim was shot at O Street near Lycoming Avenue about 8:30 p.m. and was transported to Temple University Hospital. Police reported no arrests or motive.
iPod robbery ends in shooting
A 15-year-old boy was shot on 67th Avenue near 18th Street, West Oak Lane, last night after two gunmen tried to rob him of his iPod, police said. The youth was struck on the left side of his ribcage, police said. He was critical at Albert Einstein Medical Center.
Woman hit by stray bullet
A 36-year-old woman was recovering from a gunshot wound to the leg after she was struck with a stray bullet last night, police said. The woman was hit about 9:15 p.m. at 22nd and York streets, in North Philadelphia, during a shootout between a group of men, police said.
Cops said that after the shooting four men drove off in a dark-colored Caprice and were last seen heading south on 22nd Street. The woman was taken to Temple University Hospital, where she was listed in stable condition.

Police have identified two men who were fatally shot by officers in Tioga Friday night. Lawrence Ward, 23, of Smedley Street near Butler, and Kendall Wood, 48, of Tioga Street near 15th, were shot by police around 6 p.m. after officers responded to a fight they were having over a gun in an apartment building on Tioga Street near Sydenham, and the men refused to drop the firearm.
Charges in bike-cop accident
A man whose car struck a bike cop Friday night in Brewerytown has been charged with aggravated assault, recklessly endangering another person and related offenses.
Frank Hailey, 27, of Etting Street near Master, is accused of striking the cop with his red Chevy around 8 p.m. on Girard Avenue near 30th Street, dragging him several feet. The officer was treated for leg and arm injuries.

Former South Philly star athlete, 22, shot to death
Nadim Harris aspired to be like his older brother, Jalil, a high-school sports star.
So when he excelled this year as a center and defensive tackle at Furness High School, he got his big brother's attention.
"He was like, 'OK, I see you, there goes my little brother,' " Nadim, 17, said, smiling, relishing in his older brother's praise.
It was one of the last memories Nadim had of his sibling.
Jalil Harris, 22, was shot to death Monday night on Bucknell Street near Federal in Point Breeze, police said.
He was shot multiple times and taken to the Hospital of the University of Pennsylvania, where he was pronounced dead at 10:50 p.m., cops said.
Police last night were still searching for a motive and a suspect, investigators said.
Harris was a star quarterback for South Philadelphia High School in 2003 and 2004. Before that he played for West Philadelphia High, said his father, Gregory.
Nadim was on the computer in his home on Oakford Street near 24th on Monday and his father, a retired teacher, was watching the Flyers game.
Nadim said he heard gunshots but thought nothing of them.
"But then somebody came banging on the door," Nadim said.
"All I heard was, 'Greg, come quick, your son got shot.'"
Nadim's father told him to stay behind while he ran to see what was going on.
"I was just waiting for someone to call and say, 'Jalil got shot but he's OK,' " Nadim said. "But then my dad just called and said he's dead."
Nadim and his father sat in shock at their home last night, less than a quarter mile from where Jalil took his last breaths and spoke of the magnitude of their grieving and loss.
"They took a friend; they took somebody you could trust," Nadim said.
