CHESTER, Pa. -- A suburban Philadelphia city has declared a state of emergency following the fourth killing in eight days, including the death of a 2-year-old boy a week ago.
Chester Mayor Wendell Butler Jr. on Saturday proclaimed a state of emergency beginning Saturday night and running through Thursday morning, and he says he will ask the City Council to extend it for a month. During that time, no one is allowed on the street from 9 p.m. until 6 a.m. each day, and no assembly of three or more people is allowed without a permit.
Butler said police officers would be working 12-hour shifts or more, state and county authorities had promised more resources and a federal task force would be operating in the city.
The most recent shooting death happened Friday night, and another man was killed Tuesday night.

Man Critical After East Oak Lane Shooting

A man is in critical condition following a shooting in the East Oak Lane section of the city.
Officers were called to 6th Street and 56th Avenue after reports of gunfire just before 6 p.m. Saturday.
The victim, a man in his 20s, was rushed from the scene with a gunshot wound to his neck.
No arrests have been made and a motive for the violent incident is unknown.

No identity on latest victim as Chester's homicide tally skyrockets
The identity of Chester's fourth homicide victim in eight days - a man whose slaying prompted the mayor to issue a state of emergency Saturday - remained a mystery to investigators yesterday.
The John Doe was found kneeling on a sidewalk and leaning against the front porch of a home on Rose Street about 8 a.m. Saturday, according to Chester Police Capt. Stephen Fox.
He'd been shot numerous times, and six spent .45 caliber shell casings littered the scene, police said.
The unidentified man's slaying followed 22-year-old Yadullah Muhammed's on June 15; 2-year-old Terrence Webster's on June 13; and 26-year-old Raymar Holmes' on June 11, all of which remain unsolved.
It was the death of Terrence Webster, who was killed when he and his parents were ambushed by a gunman as they returned to their public-housing apartment, that again rallied residents and politicians in Delaware County's only city.
Eleven people have been slain in Chester this year, accounting for more than half of the county's 18 homicides. The deadly count is up from last year at this time, when seven people had been killed in Chester and four others killed elsewhere in the county.
Many of Chester's homicides remain unsolved because of a "don't-snitch" mentality that permeates the streets, according to city officials.
Last year, residents shunned that street code when they helped turn in the alleged killers of Kathy Ann Stewart, 49, a mother and grandmother who was shot and killed by a stray bullet Nov. 15 as she lay in bed.
Police are hoping that residents continue to speak out. The U.S. Marshals Service has announced a $10,000 reward for information leading to the arrest of Terrence Webster's killer.
Tipsters on any of the cases are asked to call Chester Police at 610-447-7813, the Chester City anonymous tip line at 610-447-7810 or the Delaware County Criminal Investigation Division at 610-891-4700.
A unidentified man who was shot in North Philadelphia died from his injuries at Temple University Hospital last night, police said. The man was shot shortly before 11 p.m. on 24th Street near Elkhart, and was pronounced dead at 11:07 p.m., police said. The gunman was last seen heading west on Elkhart Street. Authorities reported no immediate arrests.
