Philadelphia police have arrested a suspect in connection to the fatal shooting of a recent high school graduate in the West Oak Lane section of the city.
Shakuwrah Muhammad, 18, was walking with a friend in the 7500 block of Rugby Street when she was joined by a group of young men. Moment's later, gunfire rang out and Muhammad was struck by a stray bullet. She was transported to Einstein Medical Center with a gunshot wound to the chest and was pronounced dead at 1 a.m.
Police believe the men accompanying Muhammad were the intended targets.
Malik Carter, 19, of Temple Road, surrendered to police Monday after being identified as a suspect in Shakuwrah's murder.
Muhammad, a 2010 Central High School graduate, wanted to go to school for forensic photography and was set to begin a new job. Now her family is planning her funeral.
"I would never want any mother to feel the pain that I have felt from the time they knocked on my door at one o'clock in the morning and told me, 'Ms. Marcia you have to come, Shakuwrah's been shot,'" said Marcia Butler, Shakuwrah's mother.
A candle light vigil in Shakuwrah's memory will be held Monday night at Central High School.
Anyone with information on Carter's whereabouts is urged to contact Homicide Fugitive Squad at 215-686-3068, 215-686-TIPS, or simply dial 9-1-1.

1 killed, 2 wounded in gunfight in Upper Darby on Father's Day
A drug dealer who began working from home after being placed on house arrest was shot Sunday afternoon, along with two men who came to his Upper Darby home to rob him, police said.
One of the alleged robbers died as a result of the Father's Day gunfight that occurred on a crowded street, Upper Darby Police Superintendent Michael Chitwood said.
About 3 p.m., Christopher Bogan, of Sunshine Road near West Chester Pike, who is wearing an ankle monitor for a drug conviction, walked just outside his door to meet Kanard Jones, 25, and Latif Morris, 25, police said.
"Bogan's allegedly selling drugs out of his house because he can't go far with that monitor," Chitwood said.
Jones and Morris allegedly pulled a gun on Bogan, who is in his 20s, and robbed him of $120. But across the street was a man sitting in Bogan's Cadillac who emerged and " 'started cuttin' wit' his ratchet,' " Chitwood said, quoting Morris.
The slang means that the man in the car began shooting his gun, Chitwood said.
In the gunfight that ensued, at least 12 shots were fired while 70 to 80 people were on the street, police said.
Bogan was struck in his left side and was treated at the Hospital of the University of Pennsylvania and released.
Jones and Morris ran to a nearby getaway car, police said. The men called police in Philadelphia while at 62nd and Arch streets and told them they'd been robbed, Chitwood said.
Both were also taken to HUP. Jones died of multiple wounds to his back and Morris was treated for a leg wound and was released.
Morris was charged with robbery and related offenses. Police are still deciding whether to charge Bogan with a crime.
They searched his house hours after the incident and found only scales, Chitwood said.
Police are also looking for Bogan's friend who opened fire on Jones and Morris, and for the driver of the getaway car used by Jones and Morris.
Springfield Township's first homicide in five years was solved in about seven minutes yesterday, police said.
Shortly before 11 a.m., a witness reported a stabbing outside the Famous Footwear store on Baltimore Pike. A couple of minutes later, two Delaware County detectives who happened to be on the Pike saw the Jeep Cherokee driven by the alleged killer and pulled him over in nearby Smedley Park.
"There was a corpse in the car beside him," Springfield Police Chief Joseph Daly said last night, as investigators tried to determine the nature of the relationship between the two men and a motive for the slaying. "The paramedic on the scene pronounced the victim dead, DOA."
Police were not releasing information about the assailant or the victim pending the filing of charges and notification of next of kin. But Daly said that it didn't appear to be a random killing.
"We believe there's a link between the victim and the actor, but we're not sure what that link is right now," Daly said.
"We believe this was isolated. It wasn't a carjacking, it wasn't a robbery gone bad, it was none of those things."
A knife was recovered in the car, and the driver was taken into custody. He hadn't yet been charged as of early last night.
Daly praised the witnesses who called police and the eagle-eyed county detectives for apprehending the alleged killer.
"At 10:50 a.m., the first call came in, and at 10:57 a.m. we had an arrest," he said.
Yesterday's homicide, the first in Springfield since 2005, is the ninth in Delaware County this month.
Chester Mayor Wendell Butler Jr. declared a state of emergency Saturday after the city experienced four killings in eight days, including that of a 2-year-old boy.
The county toll includes, most recently, Kanard Jones, 25, of 56th Street and Osage Avenue, West Philadelphia, who was shot and killed about 3 p.m. Sunday in Upper Darby during what police described as a drug deal gone bad.
In Darby Township, Richard Gale Jr., 19, was shot inside his girlfriend's home about 10 p.m. Friday. He was pronounced dead at Taylor Hospital, Ridley, 20 minutes later.
