Police have made an arrest in the weekend hit and run death of a bicyclist in the city's Frankford section.
Manuel Albandoz, 39, was arrested and charged Monday with homicide by vehicle, DUI and leaving the scene after fleeing a crash early Sunday morning at Torresdale and Adams Avenues.
Albandoz was allegedly behind the wheel of a black Ford Taurus that struck a female bicyclist at about 12:30 a.m. The woman, identified as Celina Langan, 24, of the 6100 block of Tulip Street, was taken to Hahnemann University Hospital where she was pronounced dead. Langan did not have identification on her at the time of the crash and was not identified until Monday afternoon.
The vehicle was found abandoned several blocks away from the scene. Police say Albandoz is not the owner of the car. Further details about why Albandoz was driving were not immediately clear.
"Without getting into too much detail in the investigation, I think they became of some evidence that he did have some alcohol beverages while he was driving," Lt. Frank Vanore explained.
Police say Albandoz's arrest record goes back nearly 20 years on charges such as burglary, theft, assault, terroristic threats and weapons violations. But in every case, the charges were either withdrawn, dismissed or he was found not guilty.
Albandoz is being held without bail awaiting a preliminary hearing.
