Uke, Snippy got it figured out. It has been decided that it starts on the week with the 20th in it. Stop trying to confuse us with daylight savings times, Mayan calendars, phases of the moon, sunspots, time zones, and unexpected wobbles of the earth.

When we change our clocks
Most of the United States begins Daylight Saving Time at 2:00 a.m. on the second Sunday in March and reverts to standard time on the first Sunday in November. In the U.S., each time zone switches at a different time.
Some places set clocks clocks ahead one hour. While other areas of North America set clocks back one, or two hours.
As an option, there are a few parts of the U.S.A. where time is completely ignored because noone lives there.
Yet "Daylight Savings Time" persists. Why? Well to put it bluntly, why not?
