Gunfire Erupts In South Philly Leaving Teen Dead
PHILADELPHIA (CBS 3)
CBS
Philadelphia Police had to disperse a large crowd following a deadly late-night shooting Monday.
Gunfire rang out near 6th and Pierce Streets at about 10:30 p.m.
Nearly 300 people were reportedly at the scene at the time of the shooting. Police say an unidentified 19-year-old Akiem Smith was rushed to Jefferson University Hospital where he was pronounced dead at 11:19 p.m.
Three suspects were reportedly seen fleeing the area after the incident.
No arrests have been made. The incident remains under investigation.
Police, SWAT officers and U.S. marshals swarmed onto a sliver of Potter Street in Kensington yesterday morning, near the rattling El, to arrest one of two men suspected of shooting at two police officers, injuring one, in a gunbattle last week.
Neighbors yesterday said that the house where suspected shooter Anel Cuenas, 27, was arrested about 4:45 a.m., was the scene of a shooting a year ago and that they have seen various people go in and out of the house.
"This is really a bad neighborhood," said one woman on Potter Street near Ontario in Kensington's Harrowgate section. "When I hit the lottery, I'm out of here. Believe me."
Earlier yesterday, Deputy Police Commissioner William Blackburn said at a news conference that authorities were led to the house after looking into various leads. Cuenas was staying with family members in the house, he said.
Cuenas initially resisted arrest and fled, Blackburn said, and received a minor injury to his face during the escape attempt.
Cuenas is believed to have been one of three men in a white van stopped by Officer Kevin Livewell and his partner in Kensington about 8:30 p.m. Thursday on Water Street near Indiana Avenue, about a mile away from where he was arrested.
The 24th District officers had stopped the van because of a report of "men with guns," police have said.
After the van stopped, the two passengers immediately fired on the officers, then fled, police said. One passenger is believed to have been Cuenas. Police said the other shooter is still on the lam.
As the two shooters ran away, they discarded an AK-47 rifle, an SKS rifle and a Glock 9 mm pistol, police said. Those weapons have been recovered, as have two other rifles and three other handguns found in the van.
Livewell, 30, was hit in the right leg during the shoot-out. He is still at Temple University Hospital and is expected to be released within the next few days.
The van driver was arrested at the scene by Livewell's partner - identified by a police source as Officer Brian Issel.
Yesterday, police identified the driver as Ramon DeJesus, 36. He was charged with two counts of attempted murder, aggravated assault and assault on a police officer, and with a count of conspiracy.
Blackburn said Cuenas would face the same charges.
DeJesus' last known address is on Hasbrook Avenue near Cheltenham in Crescentville. Yesterday, neighbors on the tidy, well-kept block of twin homes said they did not know him.
DeJesus was twice arrested earlier this year in separate drug cases and faces trial in those cases, according to court records.
Cuenas is awaiting trial in two drug-possession cases from 2007. He has previously pleaded guilty to drug-related charges from 2001 and '02 arrests and has spent time in prison, court records show.
The Fraternal Order of Police and the U.S. Marshals have announced a total of $15,000 for the arrests of the two shooters. Blackburn yesterday would not say if anyone would receive a reward for Cuenas' arrest. Tipsters should call homicide at 215-686-3334.

Less than an hour after Chester city officials announced a 34-day state of emergency had ended, gunfire erupted leaving one person in critical condition.
The shooting happened Friday afternoon in the 1000 block of West Union Street. Shots rang out just hours after the emergency expired.
Chester Mayor Wendell Butler first declared the emergency June 19 after four murders over an eight day period. The murder spree included the death of two-year-old Terrence Webster, shot as his parents carried him into their home.
With the end of the state of emergency - at 6 a.m. Friday morning - a curfew that had been in effect in five of the Delaware County city's most crime-plagued neighborhoods also ended. State troopers and Delaware County Sheriff's deputies are ending their added patrols on city streets.
The change has some residents worried about what happens next.
"It's keeping a lot of people inside," said Stephanie Brown. Her son was one of those murdered in the June killings. "You need to go back inside. That's when our children need us the most, at that curfew time. What is your child doing outside at 11 or 12 o'clock at night?"
At a Friday morning press conference, Mayor Butler said it is only with the help of people like Brown that Chester can begin to solve its problems with crime going forward.
"We cannot do it alone," he said, calling on residents to stay alert and call police if they see any suspicious activity.
During the state of emergency, the city saw two more homicides and the shooting of a police officer. But overall, Butler says police calls and ambulance calls are down. Just 62 citations were written for violations of the curfew.
Police also confiscated 14 guns during the crackdown.
"Residents have expressed their gratitude and relief, thanking the city for the state of emergency, which they say brought more peace to the streets," Butler said. "I want to thank the residents of Chester just for cooperating, whether they agreed with the curfew or not."
Among the steps Butler say the city will take now: a gun buy back program will be held at Chester's firehouses on August 7. Minors are also still subject to and police plan to strictly enforce a new 9:00 p.m. curfew passed by city council during the state of emergency.
