Time ta do that here. Yep. Ya can't afford ta insure yer car, stay off the roads. Need ta get ta the doctor? Call a taxi. Gotta get groceries? Call yer best friend ta drive ya.
Sure all these 'blanket' solutions sound simple...at first read. But the UK is much more densely populated than the US. Public transport is more readily available, and the ease of travel is made simpler for those reasons.
In the US, with its comparative size to to Britannia, we're more sparsely populated. Especially here in the West. That's NOT to dismiss the idea of car/driver insurance. But the high cost of insurance in general leads to living on the cheap, and people's priorities have changed.
Here in Washington for instance there's a 'broad form' type drivers insurance plan that covers the licensed driver, no matter his/her vehicle. Rental, owner, borrowed car; You're covered. Big insurance companies could indeed offer lower rates for those with 'safe' driving habits, and records, although few do.
Until that time, we chance driving uninsured. I like the idea of cutting off, or refusing ta pump when a vehicle isn't insured.

WARREN COUNTY, Ohio -- A South Lebanon man was picked up for his 12th DUI arrest, and he is still not in jail. News 5 obtained arrest records for William Jones, 58. His long rap sheet includes his latest DUI conviction in 2010. According to these reports, Jones' occupation is a truck driver. At Route 22, Route 3 and Columbia Road in Deerfield Township, Jones refused a sobriety test on Jan. 27, according to the reports. Court records show he was taken to jail; accused of drinking and driving. If he is found guilty, it will be Jones' 12th conviction. Prosecutors say they date back to 1983. The two most recent were felonies. The last, in 2010, came with a two-year prison sentence. He also had to pay the minimum fine of $1,350, had to forfeit his car and had to give up a license that was supposed to be suspended for three years. However, two years later, when Jones was pulled over again this past January, sources say his license was active. Those leading the fight against drunken driving say it likely wouldn't have mattered. "People who are repeat offenders, multiple repeat offenders, they're going to drive no matter what. The only thing you can do is to keep them locked up," said Andie Rehkamp, MADD victim services specialist. Tuesday evening, Jones answered the door at his house. He had no response to questions about his DUI convictions from News 5's Jackie Congedo. Prosecutors said they will do everything they can to be sure a 13th offense doesn't happen. "We will push for everything within the bounds of the law. This person needs to be fully prosecuted to the fullest extent of the law," said Warren County Assistant Prosecutor Gary Loxley. If Jones is found guilty, prosecutors tell us at most, he will be sentenced to five years in jail, subject to a $10,000 fine, have his car taken and have his license suspended for life. He will be arraigned March 30 in Warren County.
