That is an "oddball" for sure. Were those "D-D" trucks or 2-6-6-2.

I hadda watch the vid again, stopped it when a 'side shot' came along to see it close (full screen) by my account 2-6-6-2, but those leading wheels appear powered as well as the rest!
I can't prove that of course, although it appears those leaders are the same diameter as the obvious powered wheels in the trucks. Just a thought.

It's a TEM-7......8 axles but I don't know how the trucks are configured...it was once rated as "most powerful" it apparently powers all 8. Perhaps the way they are arranged help it negotiate tight radius tracks.
