I'm hearing that the profit margin for hauling trailers is too low for the N&S to justify paying for the project with its own money. Thats why the future needs to be funded by the states and not the N&S.

Snippy.  Scoop has all the insider information and he may have learned that Norfolk Southern has been incorrect from the start and its actually Norfolk and Southren.  This is why he's an insider.
