UP workers set record
Union Pacific Railroad said it set a monthly record for the number of trains moving grain and other agricultural goods in November, due in part to a record harvest, the Omaha, Neb., World Herald reports.

The railroad's workers moved 400 agricultural unit trains, breaking the previous record of 381 trains set in October 2006. They moved 35,588 carloads of grain and soybeans, the best November since 2007 when they moved 33,797 cars.

The UP employees nearly set a record with 12,399 carloads of soybeans in November. That was just behind Octobers monthly record 16,490 carloads of soybeans, rail officials said.

MARRCO won't be moving for very long.

Track Breach Protection (TBP) is required on main track or controlled siding when occupying

the area between:

- A main track and an adjacent track.

or


- A controlled siding and an adjacent track.


Exceptions


This process does not apply under the following conditions:


- Employee is covered by Rule 5.13 (Blue Flag) or Roadway Worker Protection.


- Employee is crossing track(s) at a 90° angle.


- Employees equipment occupies or prevents entry into the adjacent track.


- Employees train has TWC authority in non-signaled territory on the adjacent track.


- Employees train has authority to move in either direction on the adjacent track.

- The adjacent track(s) is out of service.

or

- Employee occupying area adjacent to a foreign railroads maintrack unless

timetable instructions require protection.


Track Breach Protection Process


For an employee to establish TBP the following applies:


Step 1 - Establishing

Main Track & Controlled Siding (outside yard limits):


Contact train dispatcher or EIC and provide the following information:


- Train/Job ID, including name of employee establishing TBP.


- Limits which must be defined by control points or whole mileposts.

- Track(s) to be protected.

Train Dispatcher or EIC must repeat back the information and employee

establishing TBP must confirm by stating That is correct.


Within Yard Limits:


Establish protection as designated in timetable.


Train Dispatcher or EIC Notification


Contact train dispatcher or EIC and provide the following information:


- Train/Job ID, including name of employee establishing TBP.


- Limits which must be defined by Yard Limits and/or mileposts.


- Track(s) to be protected.


Employee Established


Announce over the designated radio channel that Track Breach Protection has been

established (specifying limits with necessary detail using the following format).

Train/Job ID, Employee Name___, I am establishing Track Breach Protection


- at Location____.

- between MP ____ and MP ___.

or


- on Track____.


Step 2 - Recording


TBP will be recorded in the employees Job Briefing Book or on the prescribed form to

include the following information:


- Date and time.


- Limits, including track(s).

- Name of employee(s) working with the employee establishing TBP.

- When crews are working together within TBP limits, all employees working within

the limits must be listed on the TBP log.


- Time released.


In Effect


Track Breach Protection Requirements:

- Before entering TBP limits movements must attempt to contact the employee that

established the TBP for instructions. Trains must make 3 attempts (on the

designated radio channel) to contact employee in the area. If response is not

received, train may enter area looking out for employees working in the area. Crew

must continue to attempt to contact employee while passing through limits.

- Are not in effect until the designated supervisor has been notified or designated

employee announces the establishment of TBP over the radio or the train dispatcher

confirms information has been relayed to approaching train(s).

- Employee receiving confirmation from the train dispatcher must repeat back the

information and the train dispatcher will state That is correct.

- Before granting permission for a train to enter TBP limits, employee must first

notify all employees listed on the TBP log of the approaching train. However, crews

may work together when necessary to complete work such as exchanging power

etc.


- Cannot be transferred from one employee to another employee.

- May not be released until it is known that all employees listed on the TBP log are

clear of the protected track.

- Remains in effect until released by the employee whose name is on the TBP log or

hours of service limit has expired.


Initiating Movement


Prior to initiating movement on main track or controlled siding, crew must attempt to

ascertain whether TBP is in effect using the following methods:

- Crew must contact designated supervisor.

or

- Make 3 attempts (on the designated radio channel) to contact crew(s) working in

the area to determine if TBP is in effect. If response is not received, train may

initiate movement, looking out for employees working in the area.

Exceptions: If train is initiating movement on or to the maintrack at a controlled signal

displaying a proceed indication or when crew has received information that TBP is not in effect

from prior crew.


Terms:

Adjacent Track


Parallel tracks that are not separated by a single lane roadway or similar distance are

considered adjacent tracks.

Note: This definition only applies when determining if TrackBreach Protection is

required.


Breach


To enter area between two adjacent tracks.


Track Breach Protection (TBP)


Protection provided to restrict or prevent movements on adjacent track(s) while an

employee is in the area between adjacent track(s). Rule 5.13 or 81.5.4 must be

complied with when required.

Track BreachProtection More Ammo AGAINST You. 

I really get a kick out of how Track Breach Protection is supposed to provide another layer ofprotection between you and a huge piece of steel thats rolling in your general direction.  Uh, yeah.  Sure.

Common sense is really all thats necessary when youre working next to the main line and/or a controlled siding and TBP is another unnecessary layer of bullshit that the Carrier has produced in order to protect against liability (because some dumbass was too close to the rails).

Yeah, I said it.   Some dumbass was busy playing thumb-monkey on his cell phone in the siding, while he was supposed to be doing a roll-by and keeping an eye out for snakes, and he stepped out and WHAM!!!  So the Carrier, in its infinite wisdom, creates another rule, another policy, another plan to enforce the common sense rule which states, stay out of the fucking way, idiot!  Cant say I blame the Carrier on this one.  BUT!!!..

Guys, what you have to remember is that each rule we have is written in blood and if you dont want YOURS splattered all over the place, stay out of the RED ZONE.  This new TBP is well-intentioned, but its just another rule designed to get you fired.  Really!  If you use common sense and just work the field side of your move that includes climbing up and over to tie hand brakes and open/close angle cocks you can work safely and efficiently without ever using TBP.  During your job briefing, establish with the Engineer and other crew members that youll be working the field side of the track (without exception) and you dont have to set up TBP PERIOD!   Stay in constant communication.  Keep a close eye on whats going on.   Dont get complacent, and you wont get killed.  Engineers, if your crew member states that hell be working the field side of the track, dont assume that he is completely safe in doing so.  If you see an approaching train on the opposite side, at least let him know.  As a conductor, I remember tying hand brakes and/or being down in the red zone and having a train fly by so quickly that it startled the shit out of me.  It can cause someone to lose a hand or foothold on something and fall into harms way.

Look out for each other.  If you use TBP, be sure to enforce and release it properly and keep an eye out anyhow.  Just because thats your own little piece of the railroad, doesnt mean some dumbass isnt half asleep and wont run you down.  Safety IS your responsibility!

When we work the big grain industries up on the BN we often times have to do a class 1 brake test on pulls right next to a hot double main. We always call the dispatcher to protect Main 1 so the brakeman doesnt have worry about getting creamed by an 80mph Amtrak. If we cant get them to shut the main down the brakey only walks the field side. Gotts to cover your own ass!

Something else the insurance companies dreamed up.
Hey I'd be the first to say when I go to work I have
every intention to make through the shift alive.
May be hard to grasp how much the insurance companies
rule this planet. They surely have a tight grip on the
railroads these days. Probably since the Ricky Gates
fiasco and the subsequent drug testing and about
every other annoying change in work rules originate
more from insurance companies than what the railroad
is capable of instituting.
