PHOENIX The first of two 2010 UTU regional meetings opened here Monday with UTU International President Mike Futhey emphasizing that member representation is the single highest priority of the union.

 

In a second welcoming message, Assistant President Arty Martin urged elected officers at all levels of the organization to "encourage and mentor tomorrow's UTU leaders, and begin by carrying back to your membership the lessons learned at these three days of education-intensive workshops."

A second regional meeting will be held in Asheville, N.C., Aug. 23-25. Regional meeting workshops provide leadership education at all levels, in all crafts, and for all elected jobs.

"To achieve success, the UTU has always relied on the membership to step forward to rebuild elected officers ranks -- from the local through the UTU International president," Martin said.

"Every aspect of our society -- from neighborhood associations, local school boards, Congress and the White House -- relies on the same process to ensure our society continues to thrive, grow and be successful. We can neither forget this nor let 'the rebuild from within' concept die, lest we lose control of our futures," Martin said.

Futhey opened the meeting emphasizing that the UTU's "single highest priority" is negotiating better agreements, policing existing agreements, helping to elect labor-friendly lawmakers at the state and national levels, and organizing the unorganized.

"Those who will tread on us, thinking we are distracted by lawsuits associated with a failed merger, are making a big mistake," Futhey said. "We will fight anyone who tries to tear us down. Our members in the air, bus, rail and transit industries have a lot invested in the UTU. We are protecting -- and will continue to protect -- that investment through contract negotiations, grievance filings and legislative efforts. Our focus is on representation.

"We are the UTU," Futhey said -- bound together by a constitution guaranteeing craft autonomy and with a name that begins and ends with 'U'.

One Bus Department officer, Local Chairperson Waverly Harris (Local 1594, Philadelphia), defined the craft autonomy guarantee: "I run my local. At the end of the day I have to answer for it."

Set to the regional meeting theme of "rising to the challenge," Martin said, "An educated member is the easiest to represent because they understand the reason things happen and how political action determines the laws and regulations affecting the workplace."

Martin cited, as an example, the Rail Safety Improvement Act of 2008, noting that while the UTU did not get all it wanted in that law, it did achieve a significant improvement in quality of life by assuring members more time with their families and greater protection when injured on the job.

The UTU is now working with others in rail labor and labor's friends in Congress on amendments to "fix" provisions that are "not satisfactory to our members," Martin said.

In reference to the importance of the UTU PAC, Martin said, "Our success often depends on who is in the White House and Congress to help us."

"The BLE has been trying to whip up the false fear that locomotive engineers will cease to exist as an historic craft or class if the UTU wins an election on the Union Pacific Railroad," said Byron A. Boyd, Jr., UTU assistant president, who is a Union Pacific engineer. "They have been misleading their members and all locomotive engineers."

During his speech at the opening session of the Washington Regional Meeting, Boyd reported on the NMB hearings, which began on July 6 and concluded on July 10. Joining UTU General Counsel Clint Miller's legal team was former Secretary of Labor Ray Marshall, who served under the Carter Administration.

"I believe that the UTU presented a powerful and convincing case that shows one union should represent the employees who work in the engine cab," said Boyd. "There has been a lot of BLE hoghead hogwash saying that the UTU is trying to do away with the craft of locomotive engineer.

"Well, I'm an engineer from the Union Pacific Railroad," Boyd continued, "and there is no way the UTU is going to do away with the craft of locomotive engineer - or any other historical craft. Our Unity Agreement and Constitution prohibit it."

Boyd said, " That's a very different tune than what the BLE's propaganda machine has been spewing out about the UTU trying to destroy the historical craft of locomotive engineer. Once again, the truth is out there."

Because all members of Alaska Railroad train crews are represented by the UTU, new technology is not a concern on Alaska Railroad, said UTU Local 1626 President Gerald Valinske. "We're not afraid of new technology. And we certainly know it can't be stopped. What we do know is there will be no impact on our jobs." "It is the certainty that more new technology is coming that makes it so essential to having a single organization representing every member of the train crew. That allows us to concentrate on protecting the jobs, seniority and wages of every train-crew member," Martin said. "Nothing is to be gained by running from new technology, marching in the streets or hiding our heads in the sand. The other organization proved the folly of such an approach. It is time to quit the squabbling and get together so one organization can protect everyone," Martin said.
