Governor of New Jersey Blocks Hudson Tunnel Project

Gov. Chris Christie of New Jersey said on Thursday that he has decided to terminate the construction of a commuter train tunnel between northern New Jersey and Manhattan because of escalating estimates of the projects cost.

Until last month, the project had been estimated to cost $8.7 billion. But after his staff reviewed the project, Governor Christie said they concluded it would cost more than $11 billion, and possibly as much as $14 billion.

The federal government and the Port Authority of New York and New Jersey had pledged $3 billion each toward the tunnel, but Mr. Christie said New Jersey could not afford to pay the balance.

In early September, Mr. Christie surprised other elected officials and an array of transportation advocates who had supported the tunnel by ordering a temporary halt to spending on the project.

New Jersey Transit, the state-run operator of commuter trains and buses, had already hired contractors to begin digging the tunnel, and the Port Authority had begun condemning property in Midtown Manhattan that stood in the way of the project.

All told, about $600 million had been spent. Senator Frank R. Lautenberg, a Democrat from New Jersey who supported the project, said that about half of that money came from the federal government and would have to be repaid by New Jersey.

The move would scuttle a project that has been in the planning for two decades and was supposed to double the capacity on trains into New York City and alleviate congestion on the regions roads.

Transportation advocates and officials in Washington said that the federal money would probably be spent on transit projects in other states. They said they expected Mr. Christie to suggest spending the Port Authoritys money on other projects in New Jersey.

New Jersey Gov. Christie terminates ARC project

(The following story appeared on the Progressive Railroading website on October 7, 2010.)

NEW JERSEY Yesterday, New Jersey Gov. Chris Christie accepted the recommendation of the ARC Project Executive Committee to terminate the Access to the Regions Core (ARC) project based on a 30-day review that determined the project would substantially exceed its current budget, officials from the governors office said in a prepared statement.

Based on calculations by the Federal Transit Administration and New Jersey Transit, the projects final budget is expected to exceed $11 billion and could surpass $14 billion vs. the projects current budget of $8.7 billion, officials said.

While we recognize the importance and value of a cross-Hudson transportation improvement project, the current economic climate in New Jersey simply does not allow for this project to continue considering the substantial additional costs that are required, said New Jersey Transit Executive Director Jim Weinstein. The ARC project is just not a financially viable project that we can responsibly move forward.

Added Christie: I have made a pledge to the people of New Jersey that on my watch I will not allow taxpayers to fund projects that run over budget with no clear way of how these costs will be paid for. Considering the unprecedented fiscal and economic climate our state is facing, it is completely unthinkable to borrow more money and leave taxpayers responsible for billions in cost overruns.

The ARC project includes two new tunnels under the Hudson River, new tracks between Seacaucus Junction and New Yorks Penn Station, and a new rail station beneath 34th Street in Manhattan. The project would enable NJ Transit to double rail service into Manhattan, free up capacity for Amtrak, and reduce travel times and crowding on trains at Penn Station.

That 'cross Hudson' tunnel's been a pipe dream for over a hundred years now. Maybe it was in the realm of possibilities this time round, but it may just hafta wait another few years...

Maybe a change in 'Jersey politics will change a few minds at the top. And ta be truthful...Since leavin' the state, ain't surprised that the transit system languishes!

New Jersey's a pretty 'wealthy' state compared ta quite a few of the other 'lower-48,' but the mass transit system that is in place needs more'n a little help.

Corzine's yet unapologetic "Millionaire's Tax" drove more real wealth away from the 'Garden State' than anything else since... The hurricanes of 1963, and 1972 combined.

That 'wealth-gap' may be why very few really rich people have relocated ta 'Jersey, despite falling prices for real estate.

Searching the internets revealed this. Always knew about Princeton. Smoke Rise (on the edge of Passaic/Sussex) along state Rt.-23 are very wealthy.

N.J. Governor Agrees to Two-Week Study of Hudson Tunnel Options

New Jersey Governor Chris Christie agreed after meeting U.S. Transportation Secretary Ray LaHood to a study of options that he said might save a commuter rail tunnel, a day after canceling the project because of its cost.

The projects wind-down will continue during the two-week review, Kevin Roberts, a Christie spokesman, said today in an e- mail. The tunnel to Manhattan initially expected to cost $8.7 billion is still not financially viable and is expected to dramatically exceed its current budget, the governor said in a statement.

However, this afternoon Secretary LaHood presented several options to potentially salvage a trans-Hudson tunnel project, he said.

LaHood met with Christie and New Jersey Transit Administrator James Weinstein for about an hour in Trenton today.

Governor Christie and I had a good discussion this afternoon, during which I presented a number of options for continuing the ARC tunnel project, LaHood said in an e-mailed statement. We agreed to put together a small working group from the U.S. Department of Transportation and the office of N.J. Transit Executive Director Weinstein that will review these options and provide a report to Governor Christie within two weeks.

Never-Ending Hook

Christie, 48, a first-term Republican said yesterday he canceled the tunnel because of rising cost estimates that left New Jersey taxpayers on a never-ending hook.

U.S. Senator Frank Lautenberg said the tunnel cancellation will cripple New Jerseys prospects for growth for decades, by limiting access to New York City.

I expect the governor to now work in good faith with the federal government to move this project forward, Lautenberg said in a statement.

The secretary was clear with Governor Christie: If this tunnel doesnt get built, the $3 billion will go to other states. We cant allow that to happen.

The so-called Access to the Regions Core project would create an 8.8-mile (14-kilometer) conduit under the Hudson River to double the number of commuter trains to New York at peak times. Christie said a task force headed by Weinstein concluded the initial $8.7 billion cost might have reached $14 billion and the state couldnt afford it.

Out of Pocket

A cancellation might mean the loss of $600 million of taxpayer money that has already been spent. New Jersey, the most densely populated U.S. state, would have to repay the federal government about $300 million plus interest and penalties for its share, said Lautenberg.

Assemblyman John Wisniewski, a Sayreville Democrat who heads the transportation committee, filed a public-records request demanding to see all documents related to Christies decision to kill the project. The lawmaker also said his panel will hold an Oct. 14 hearing on the move.

Much of New Jerseys economic future depends on the governors willingness to work with others here to successfully solve this problem, he said in a statement released today.

Ben Dworkin, director of the Rebovich Institute for New Jersey Politics at Rider University, said accepting the two-week study is a win-win for Christie. Dworkin said its unclear what benefits the federal government might offer the state that would entice Christie to reverse his position.

If the federal government is going to make the terms so much better for New Jersey that he goes ahead, Chris Christie comes out smelling like a rose, Dworkin said. If the federal government doesnt come up with a deal that offers more money, he still looks like hes defending the taxpayers. Either way he wins.
