 Fortunately nobody was killed. Pretty amazing from looking at the pics and vids. However, what if the crew on the passing Q161 had been killed. Could the engineer that was on Q395 be charged with manslaughter?

Probably. It would depend on what level of his professional duties and standards of performance that the authorities decided he breached. Manslaughter is a very broad category of 'murder' without malice aforethought. Negligent homicide is another charge if the breach of duty could be seen as a heinous, unconscienable breach of the public trust which caused a death. 

As pure speculation unrelated to this wreck, dozing off at the controls during the golden hours may be manslaughter, distraction while using an electronic device would probably be at least negligent homicide.
