CN rail strike, lockout a possibility as labour talks break down

 

CN operates the country's largest rail network and past job actions have significantly disrupted the many industries that rely on rail to transport their goods.

 

 

Labour negotiations between CN and the Teamsters union representing workers at the country's largest railway have broken down, and union leaders are warning that a strike or lockout could occur before the end of October.

The workers' contract expired July 22 and conciliation talks broke down Oct. 7, and the two sides are now in a 21-day cooling-off period, according to the Teamsters Canada Rail Conference (TCRC), which represents 3,300 conductors, trainmen, yardmen and traffic co-ordinators.

The union said in a news release Monday that the Canadian National Railway Company rejected its latest offer and refused to extend the conciliation period past Oct. 7.

The two sides are scheduled to resume collective bargaining on Oct. 21, with the help of the federally appointed mediators who were part of the conciliation process, but the mediation period expires at midnight on Oct. 28. 

"After that, the company could implement unilateral changes to the collective agreement, lock us out or we could go on strike," TCRC general chairman Roland Hackl said in an email to CBCN.

 Some issues are the earned time off rules (EO) where the company deeply resents the unassigned people's skills and abilities @ scheming the 1075 mile threshold to land on the weekends, but yet assignments won't work for them either because the yarn story they tell their customers about trains running on schedule and real life are analogous to fiction and the truth. The conductors demand the penalty payments for failure to get the crew member to his resting point after filing a message for 10th hour relief on short subs. It's become very costly and inconvenient for the company. And, although tiresome beyond belief for engineers that collect when this happens, which is all the phukking time, verry lucrative. It is as always, a case where an agreed resolution is better for both parties than escalating the stakes. IMHO the company is leaning towards taking their chances with a labor minister appointed arbitrator after a legislated back to work order. The Conservative party which loves multi-national union busters so much is very likely to be tossed in the next federal election. The word lockout has been mentioned more than once.

MIR in the way to get anything resolved right away
unless there is a "cave-in" by one side or the other.
Mercury goes direct November 11 so this could take
til then to resolve.

Tentative agreement signed overnight. It will be some time after the 11th before ratification votes are counted. No details.
