Gotta be money. Lotsa money. Uncle Pete had planned to improve and enlarge Brazos Yard to better serve their customers along the Gulf Coast petro chem business, and move oil product in/out of refineries. Now they've postponed the expansion

Classic economics.

Constrain supply in the face of rising demand by artificially idling facilities and scrapping equipment so that you can raise prices on captive customers that are now more profitable to serve with fewer employees, less equipment and existing facilities.

Thats why monopolies, duopolies, and immobile industries used to be tightly regulated in the name of public interest.
