Has distinctly EMD characteristics, but... Trucks. Motors. Air ducts atop TMs... Fuel tank shape.

Watched a vid-clip on YouTube... Couldn't quite 'get' that engine sound. I know damn well somebody knows what it is... Anybody wanna venture ta guess? Seriously girls, I don't know.

But I'd like ta know...

Take a close peek at that shot of the ass end of that unit. The trucks are definitely EMD trucks. Look at the traction motor cooling air ducts. Very, very EMD.

I did scroll down on your loco page, and yes, they may be GE units, built in Brasil [sic], but they ain't 100% GE! They're some kinda hybrid...one off rebuilds. A combo unit. the best of the best from both North American builders.

Like a mule. Characteristics of a horse, and donkey. But neither. Something new. And really, really different!

I'd have to admit the export loco biz over the years
have come up with some very interesting and confusing
model numbers and bizzare looking creatures. Considering
they are built in the USA for the most part, you'd think
that it would be easier to use the cab and body designs
of the current and popular loco's from either EMD/GE
but damned if some other creation ends up in distant
lands. Thanks to the internet and all the railpix sites, we
get more input from our worldy railfan cousins and get to
see this oddball stuff. Back in the old days, railroads traded
in their old locos for credit on a loco order of the lastest models.
(a shitload of F's got transformed into GP30-35-40's)
Today...you rarely ever hear of mass scrapping of locos.
Anything built in 1980 or newer that has been toasted or
worn out in the USA usually disappears out of site and ends
up in somewhere on the globe years later. The loco rebuild
programs can keep a unit going on forever and ever.

Snippy is definitely onto something here! These...these UMMs are probably RE-builds, with Cat engines, EMD trucks/motors, and GE electrics/electronics... But I'd like a definitive answer on that. Then I'll be happy again!

Those trucks look like the trucks that were under WC's ex Milwaukee Road SDL39's, a unit known only to Americas Resourceless Railroad. They were made for light, generally shitty track. They rode like hell but could also pull like hell.

The SDL39's went back to the lessor shortly after the the Great White North invaded cheeseland, and I think they all went to South America.

It was kinda hard to tell but I think the second loco had the independent on, it even looks like the first one did too.  At :41 you can hear what sounds like the wheels sliding on the second loco.

Snippy would surmise that they were road load testing the new locomotive by dragging the trailer in full dynamic. When Snippy ran test trains for the LAMCO test department, this was a common practice. We would start dragging the with independent applied and ease off to get the dynamic loading to try to limit the speed of the movement. The intent was to try to get maximum loading amperage at speeds in the 12 - 15 mph range on the tester.
