No doubt in my mind that LHF became a costly add on option to the standard locomotive.
LHF was the standard many years ago.
Then the utu started giving stuff away and letting road trains do more and more yard work.
Locomotives were needed to give more visibility. Like switch engines.
The RR's started ordering  locomotives to run with the short hood as the front, and chopping the short hood down to a height that afforded the crew a good view of what was ahead of them.
This cost more to build and many RR's ponied up the extra bucks (for safety) which we all know means a bean counter somewhere determined that SHF saved the RR money, probably in the claims dept. 
With production dwindling down to only a few locomotives of each model being LHF, and the economy of mass production favoring the more popular SHF, the Manufacturers set up SHF as the standard Loco. To get LHF you'd haffta pay more.
Can you imagine a desk Top in LHF?
The Big Guy would probably choke on that stogie..ashamed

All else being the same, They'd probably still be running Stern first.

What's to be confused about? Dual control power. I can't quite remember but it seems like 1300-1309 were all low nosed units that were the last of an order placed by the Wabash and everything above that was ordered by the N&W.

On a railroad that was once our main but is now shortlined and/or used for storage, there have to be many, many of those seat tripods scattered in the ditches on both sides. There were guys who would spend the whole trip trying to get those out and pitch them off.
