Chickenshit charge! And suppose the engineer dropped dead enroute? Ain't the 'second in command,' the conductor, qualified ta handle the throttle/brakes, etc., and bring the train to a safe stop?
Same thing with tieing down; Conductor SHOULD be qualified to do so. And like I've always said, shut 'em down before ya walk away! Every member of the crew oughta know how ta do that!
