It's doubtful as we go to press. But going by what the governors of TWO states rule, it might as will be taken at face value:
HHB has stated that his priors (Rights over Southern Pacific routes)* which allow him to run from Albina Yard (North Portland) to Eugene Yard (OR), and return. HHB owns a pool job between those two points. He may not be forced to take other jobs, unless there is a proven emergency elsewhere on the UP system in Oregon.
Uncle Pete is unlikely to violate their own operating rules while sufficient numbers of crews are available to cover vacant positions during emergencies!
(HHB has further stated that he also reserves the right to refuse the training of trainee engineers!)*
