They are doing it for railfan pleasure.

 Well, they may be deadheading to somewhere for sure....but if they are on a bonafide officer special it will have officers aboard and possibly customers who are viewing the line and being wined and dined to sign a big contract for service.

Funny thing when I hired out...the drum beat was...."the only thing we provide is service!" And back then it was true...not sure what we do now...but I still get on trains and do my best to get them where they go.
